A local amendment, agency handout, and base-code provision serve different purposes. The product labels the source and distinguishes full, partial, amendments-only, and absent coverage.

Where we are starting
Restoration and reconstruction in the City of Santa Clarita and unincorporated Los Angeles County.
The collection includes local code and agency material, California building-standards resources, contractor and construction-safety material, regional air-quality sources, and selected federal lead and asbestos sources.
Other locations may appear in address lookup. That does not mean their local requirements are covered. A mailing city or ZIP code is not sufficient to establish permitting jurisdiction.
What coverage means
Some governing text is missing.
The project source audit identifies gaps in access to base-code text, including publisher-controlled viewers. An amendment in the collection does not establish that the full underlying code is present.
Dates need review.
Available effective-date and code-generation metadata help distinguish material. Undated or incompletely dated sources still require verification. The product does not guarantee that a passage governs a particular job.
Maps are an aid, not a determination.
Address matches can be approximate. Hazard overlays and boundary services have their own limitations. Confirm the property, jurisdiction, and relevant local adoption with appropriate sources.

A missing fact must not silently become a finding that a requirement does not apply.
The workbench is not a permitting authority, legal adviser, or autonomous compliance certifier. It does not replace a building official, qualified professional, or the contractor’s own review obligations.
No certification or complete NIST SP 800-53 implementation is claimed for this product. Security controls, hosting, access, retention, and external-service use must be scoped and verified for any deployment.
