What the workbench does
Jurisdiction and map context
Address lookup uses geocoding and boundary services to help identify jurisdiction, fire-hazard and flood-zone context. The user must confirm the location and authority. A geocoded point is not a parcel-boundary determination.
Requirements and evidence
Candidate rules produce likely, possible, not applicable, or cannot-determine states from the supplied facts. Source passages carry citations and available effective-date information.
Connected references
A regulatory graph follows citations and amendments. Material reached through those connections remains separate from passages retrieved directly for the question.
How it works

Exact identifiers, keyword search, and semantic search work together to retrieve relevant passages. Original evidence remains available for inspection.
OpenAI models support scanned-page extraction and embeddings. The default lexical search runs locally; an optional Elasticsearch connection is supported. The application does not generate legal answers.
Once the collection is built, lexical retrieval can run offline. Semantic queries and address lookup have external-service dependencies. Deployment and data handling must be agreed before use with sensitive project information.

The local application includes Project, Search, Corpus, and About views. We are seeking pilot conversations to test its usefulness in contractor workflows.
It does not issue permits, certify compliance, replace professional judgment, or guarantee complete regulatory coverage. Search performance is not the same as a correct determination for a real job.
